A promise that took time to keep. Teachers, who in the 1980s and 1990s received an allowance to follow their training, will have retirement rights for this period. The Ministry of Transformation and Public Service confirmed to Capital that a decree allowing these training periods to be counted in the calculation of retirement “will be well taken before the end of the year”.
To understand why this decree is awaited by nearly 30,000 teachers of first and second degrees, let’s return to the creation of this teaching allowance. In 1989, to encourage vocations, financial aid was paid to undergraduate students who were preparing for the entrance exam to the IUFM (University Institute for Teacher Training). For two years (the year of preparation for the competition and the first year of study in the event of successful completion of the competition), in return for a commitment to attendance, students received remuneration of around 30,000 to 50,000 francs. per year.

Still unclear areas
The payment of the allowance was decided by the rector of the academy based on criteria of merit and financial resources. And to appeal even more to students, it is planned that this allowance will be taken into account when calculating retirement. A system which can make it possible to obtain additional quarters and therefore to reach the full rate age earlier.
But for these retirement rights to be clearly specified, a Council of State decree is necessary. Problem, it was never published. The 30,000 teachers concerned were therefore until now waiting to know if the promise made at the time would be kept. If this will indeed be the case, it is still unclear as to the number of quarters that will be granted and the supporting documents that will have to be presented to benefit from them.
